Centers for Independent Living, or “CILs,” are consumer
controlled organizations run by and for people with disabilities.
They provide an array of independent living services and advocacy
to promote and support leadership, independence, and
productivity. Centers work directly with individuals and on behalf
of them, advocating in local communities to remove barriers and
ensure equality.
CILs provide the following core services to people with disabilities:
- Advocacy
- Peer Counseling
- Independent Living Skills Training
- Information and Referral
- Transition Services
Services to local communities include information and referral, systems change advocacy, disability awareness, community education, and technical assistance.

FAQs
CILs are consumer controlled organizations that support independent living through services and advocacy. CILs are run by and for people with disabilities.
Virginia’s 17 CILs are located throughout the Commonwealth. See the map above for the areas CILs serve and areas that remain unserved.
CILs are nonprofit organizations that are funded by state, federal, local and private dollars. The Virginia Department for Aging and Rehabilitative Services administers some of the state and some federal funds are provided to CILs.
CILs provide services to individuals with significant disabilities and others in their local communities.
CILs provide many different services for individuals with significant disabilities. Core services include advocacy, peer counseling, independent living skills training, information and referral, and services for youth, people living in institutions, and preventing institutionalization
Services to local communities include information and referral, systems change advocacy, disability awareness, community education, and technical assistance.
CILs are created through the efforts of people with disabilities, their families, friends and other interested people. Successful establishment of a CIL depends on networking, personal involvement, coalition- building and commitment to the empowerment of persons with disabilities.
